Emergency Repair (ER) Work due to Hurricane Lane

Kai Nani Kraut oversaw and addressed the varying Engineering and Construction Management requests from HWY-H, due to Hurricane Lane which brought flooding in August 2018, causing substantial damage throughout Hilo on the Big Island. Based on QRSE’s familiarity and working knowledge of FHWA ER program funding and expectations, QRSE prepared Damage Description Inspection Report submissions for HWY-H, which secured over $12 Million in Federal ER funds for this client.

 Allyn Tabata was the onsite QRSE Construction Manager who managed two ER structural repair projects: Emergency Repairs at Makea Stream Box Culvert Hawaii Belt Road MP11.15, and Hawaii Belt Road Emergency Slope & Roadway Repairs at Kapue Bridge (Route 19). The slope stabilization at Makea evolved with actual conditions that became known during early layout and investigation. Allyn Tabata worked closely with the designer and contractor to address immediate continuing sloughing and revise the repair from typical soil nails to hollow bar anchors.

Despite the need to re-procure anchor materials from two CONUS sources, work substantially completed on Feb 21, 2019. The Kapue concrete pier repairs included building an access road under the bridge which also served to encapsulate lead paint discovered at the site. The stream diversion for the pier repair work site provided access for discovery of a landslide on the opposite stream bank which required crossing the stream for additional erosion control on the opposite embankment. Allyn successfully lead the effort to gain USACE Regulatory permission to cross the stream and allow all work to be substantially completed on time by Feb 21, 2019. Kristen Rizzer also assisted with completion of contract payments. QRSE completed the Environmental and Regulatory coordination in 2020.
